It is a museum that displays treasures and local materials owned by the Yutoku Inari Shrine. At the permanent exhibition, many historical items are on display, such as the armor of the successive lords of the Kashima clan, mikoshi (portable shrine) used at the Shinko Festival held before World War II, the map of Yutoku Inari Shrine before the great fire in 1949 (Showa 24).

The Kuroda Memorial Hall 黒田記念館, in the North West corner of the Ueno Park, celebrates the work of the Japanese painter Kuroda Seiki 黒田清輝 1866-1924. The museum is free (no admission fee) and although open year round, the Collections Highlight Gallery is only open three times a year for a week or ten days. The schedule has changed recently due to the coronovirus pandemic. The Highlights Gallery houses the artist's triptych masterpiece, "Wisdom, Impression, Sentiment" 智・感・情 (1899). Each canvas is six feet tall and about three and a half feet wide. The are framed in substantial gold frames and hung above the floor. They are an imposing sight on one wall of the gallery (which is in muted light). Within the past couple of years, they have started to allow non-flash photography in the gallery. The gallery also has his 1897 work, Lakeside 湖畔 which has an ukiyo-e feel to the portrait of a yukata clad woman with a fan sitting by a lake. There is a small gift shop with postcards and some books/catalogues.
